香港政治不仅仅包括特区层级的政治机构与互动联结，更有着直接对接基层民众的区域一级机制，其中最引人关注的便是区议会。然而既往研究往往侧重于研究特区政府及其活动，对于区议会的分析则相对有限；故而本文在已有文献的基础上，借助历史梳理和对比分析的方法对区议会的发展与现状进行了深入讨论。区议会在上个世纪有街坊会等各类前身，它们的发展导向了民政处这一区议会的雏形。在中英的谈判的大背景下，20 世纪 80 年代区议会正式成立，却在回归前成为港英政府操控本地政治的重要工具，其改革亦受到英国方面的诸多影响，反映出中英围绕香港政治发展问题的角力与冲突。回归之后，特别是 21 世纪以来，区议会在“一国两制”的架构下平稳发展，其职权和选举方式也进行了一系列改革，历次区议会选举也
成为特区政治的风向标。虽然各时期区议会的改革都从整体上推动了香港政治的民主化，但比较而言，港英政府的改革更多是为了维持英国影响力，特区政府则着力于促进本地政治的稳定进步。最新一次选举结果从区议会的层面充分反映了回归以来香港民主化水平的发展、本地政党政治的成熟与建制派在基层支持面的扩展。未来，区议会将会在基本法框架下继续优化调整，进一步发挥其作为代议机构所应当拥有的政治、经济与社会影响力。

Politics in Hong Kong not only includes the organizations and interactions at the stage of the SAR, but also has regional institutions that directly connects with the grassroots, within which the District Councils (DCs) attract most attention. However, previous studies often focus on institutions and activities located at the SAR level, and the analysis of the DCs is relatively limited. Therefore, on the basis of the existing literature, this article has carried out in-depth discussions on the history and status quo of the DCs. In the last century, the DCs had various predecessors such as the Kaifong Associations, and their development led to the Civil Affairs Department, the original form of the DCs. With the Sino-British contacts and agreements, the DCs were formally established in the 1980s, yet becoming an important tool for the British government to control local politics. The DCs’ transforms were affected directly by the Britain, and such process also reflected the Sino-British conflicts over Hong Kong. After the 1997 Reunification, the DCs have been developing steadily under the "one country, two systems" structure. A series of reforms have also been carried out in terms of DCs’ power and election methods. Although the reforms of the DCs in various periods have all promoted the democratization of Hong Kong politics, the colonial government's reform had more to maintain Britain’s influence, while the SAR Government aims to promote a steady development of local politics. Now the District Council elections have also become a symbol of the SAR's politics, and the results of the 2015 election fully reflect the development of Hong Kong democracy, the maturity of local party politics and the deepening foundation of the pro-Beijing camps. In the future, the District Councils will continue to reform under the framework of the Basic Law and further exert its political, economic and social influence as a representative institution for local residents in Hong Kong.
