随着档案信息资源利用的日益频繁和信息技术的高速发展，档案信息共享与服务系统建设已经刻不容缓。当前，一部分国家的综合档案馆，已经逐步开展了档案信息资源共享工作，但在实际操作中仍存在档案信息不可取、不可信、不可跟踪、不可关联、不可回溯、不可再用和不可控制等问题，档案信息共享与服务平台亟待展开顶层设计研究。

本文针对档案管理中存在公民办事“跑腿多、办事难”的问题，从北京市朝阳区档案局婚姻登记档案资源共享与服务的实际工作出发，结合“数字连续性”理论与顶层设计的思想，提出了以档案部门为中心，各个部门围绕档案部门共享信息的统一平台，旨在实现跨区域、跨层级、跨部门的数字档案信息资源的共享与交换；探究并创新了档案信息资源共享与利用优化模式，旨在解决档案信息惠民服务中存在的若干难题；在婚姻数字化档案利用方面解决了衔接不畅问题，优化了相应对策，促进了档案管理体系和管理系统规范化建设。

With the increasingly frequent utilization of archive resources and the rapid development of information technology, the construction of digital archive information sharing and service system is at high priority. Currently, the work of sharing archival information resources has been initially carried out in some national comprehensive archives. In practice, however, there are still problems with electronic resources, including inaccessibility, incredibility, untraceability, linkability, unreusability and uncontrollability. Therefore, it is urgent to put the top-level concept into the research of digital archive sharing and service platform.

The paper is based on citizens’ difficulties in citizens’ running errands problems. It begins with the actual operations of Marriage Registration Archives Sharing and service from Chaoyang District in Beijing and combines the “digital continuity” theory and the top-level concept to put forward the data sharing platform with archives as the center,and the other departments as cooperators. It aims to realize the cross-regional, cross-hierarchical and cross-departmental sharing and exchanging of digital archive resources and improve the optimization mode of digital archive resource sharing and utilization. In addition, it aim to solve the certain problems in archive information serve and provide the corresponding countermeasures to solve the weak connection problem of the marriage digital archives. Finally, the paper improves standardization of the archives management system.
