作为欠发达国家的收入来源之一,国际援助对促进经济发展、消除贫困、缩小全球发展差距有重要意义,其分配方式决定了哪些国家收到更多的援助、获得更好的发展机会。本文在已有的关于援助分配决定因素的研究基础上,引入接收国的脆弱性这一变量,用经验数据检验国家的脆弱性与收到援助量的相关关系。结果表明,与已有理论和普遍认识相反,脆弱国家实际上收到更多的人均官方发展援助。这一结论一方面反映了近年来国际社会对脆弱国家关注度的变化,另一方面也表明需要新的理论来解释这一现象。

外文摘要:

As one of income sources for under-developed countries, foreign aid is a significant tool for economic development, poverty eradication, and bridging the gap of global development. The allocation of foreign aid determines which countries will receive more aid, which means better development opportunities. Based on existing studies on the determinants of aid allocation, this paper incorporates the fragility of the recipient country as an explanatory variable to examine the relationship between state fragility and foreign aid received. This study concludes that, contrary to established theoretical model and common perception, fragile states virtually receives more official development assistance per capita. This conclusion is a reflection of the increasing attention to fragile states from international community, and on the other hand, calls for new theories to better explain this phenomenon.
