随着互联网的普及和电子科技的快速发展，现代人的生活已经在不知不觉中
发生着翻天覆地的变化，它在无形中无孔不入的从里至外的改变着每一个使用主
体，从而影响整个人类社会。网络在给我们的现实生活带来便利与智慧的同时，
却也在另一种程度上，破坏着原本社会的道德框架、经济发展规律以及行为基本
准则，为人类社会的管理带来了诸多问题。在互联网时代的大背景下，网络独有
的虚拟性，公开传播性，引导性，开放性和流动性等特点，使得每一个使用者个
体与其关系呈现复杂化，而网络舆情、网络谣言、网络暴力等现象在影响着每一
个个体的同时，很大程度上打破了原本社会管理的平衡。本文引入社会学‘公共
领域’的概念并对其进行发展延伸，对相关新闻事件及数据进行分析，从道德水
准、法律准则以及经济引导等角度，深入讨论网络于社会管理的影响以及治理方
式的可能性提议。

With the popularity of the Internet and the development of electronic technology, 
the modern people's life has undergone earth-shaking changes unconsciously. It has 
changed every using subject from the inside out, thus affecting the entire human society. 
While the network brings convenience and wisdom to our real life, it also destroys the 
moral framework of the original society, economic laws and human behavior norms, 
which brings many problems to the management of human society. In the context of the 
Internet era, the unique characteristics of the network, such as virtuality, openness, 
guidance, openness and mobility, make each user individual and its relationship more 
complicated. While internet sensation, network rumors, networks violence and other 
phenomena affect each individual, they also largely break the balance of the original 
social management. This paper introduces the concept of sociology 'public domain' and 
develops it, analyzes relevant news events and data, and discusses the impact of
network on social management and the possibility of governance from the perspectives 
of moral standards and economic guidance
