西周时最为重要的制度是宗法制，体现在政治上即为分封制。西周建立后有三次大的分封，分别是在武王灭商之后、周公东征之后以及周康王时代。前两次分封已经大致决定了整个西周的局势。

  在晋南地区于周成王时为了抵御北方的戎狄分封了为春秋五霸之一的晋国，《史记·晋世家》云：“成王立，唐有乱，周公诛灭唐。……于是封叔虞于唐”。这个地区还分封了其他诸侯，有唐尧之后的黎国，不过大部分为同为姬姓的诸侯国，他们共同组成了晋南地区的西周的政治势力。在晋南的北方以及山区地区，其实还存在着戎狄之人，如在中条山地区的在晋穆侯时期与晋国发生交战的条戎与奔戎，在大宁、蒲县北的鬼戎隗，在隰县北的赤狄蒲、垣曲东南的洛等等。

  这些政治势力其实在西周时期并没有发生过几次大的冲突，大部分以联姻交好为主。以晋国为主，在晋国前期，专注与自身的发展，在晋穆侯时期有过两次对外作战，一次被条戎、奔戎打败，另一次则是在千亩地区取得胜利，而后在西周晚年晋文侯时期，打败韩国，晋国开始崛起。

  而通过这些国家的族姓分析，可以看出西周分封制的特点为：以同族分封为主，古代先圣后代为辅，构成了西周北方抵御戎狄的政治势力。

  Patriarchal clan system, reflected in the politic is the enfeoffment system, the most important institution in Western Zhou Dynasty. After the establishment of the Western Zhou Dynasty, it had three major enfeoffment: after Emperor Zhou Wu conquered Shang dynasty, after the Duke of Zhou's East-ward Conquest and the Zhou Kang period. The first two enfeoffment has largely determined the situation in the entire Western Zhou Dynasty.

  In Jinnan district, Zhou Cheng enfeoffed Jin State, one of The Five Overloads in the north in order to resist Rong Di. ShiJi·Jin family says: Zhou Cheng become emperor and Tang had a war. Duck Zhou conquered Tang...... So he enfeoffed Shuyu in the Tang. This area also enfeoffed other princes: mostly surnamed Ji state, surnamed Ji state of descendant of Tang Yao and surnamed Qi state of descendant of Huang Di, which make up the political forces in Jinnan district of the Western Zhou. In Jinnan district of northern and mountain regions, in fact, there lived Rong and Di people, such as the Tiao Rong and Ben Rong, in war with Marquis Mu in the Zhongtiao mountains, Guirong Kui in the north of Da Ning and Pu County; Pu State in the north of Xi County; Luo State in the southeast of Yuan Qu.

  These political forces actually happened small conflicts in the Western Zhou, and marriage between two countries played the important role. As for Jin, it focused on its own development in the early stage. In Marquis Mu period, it had two wars with foreign countries: one was in war with Tiao Rong and Ben Rong, but defeated; another one wined in Qian Mu. Then in late Western Zhou period, Marquis Wen beaten Han State. Jin State began to rise.

  Through analyzing the surnamed of these countries, we find the characteristic of the enfeoffment system in the Western Zhou: mostly surnamed Ji state and minority state of descendants of the ancient sage. They make up the political forces against the Rong Di in North of the Western Zhou.
